Windows 10 Startup Repair Loop doesn't let Windows to boot

C:\\Windows\\system32\\config\\system is a registry database file. Maybe it was corrupted.

You try this way

cd %windir%\\system32\\config

ren software.001 software

copy the file from C:\\Windows\\System32\\config\\RegBack\\system to C:\\Windows\\System32\\config\\
and restart pc to check

If it still have problem then copy C:\\WINDOWS\\system32\\config\\RegBack\\software to C:\\Windows\\system32\\config
