If it's a desktop computer (tower) and it has a wifi device built in, boot it in safe mode without network support, go into device manager and disable the wireless adaptor. See if it will boot. That fixed mine. If you are using an ethernet cable for internet leave the wireless disabled. Don't uninstall it just disable it. You can try re-enabling it after you get it to boot.
