If I were to reset my laptop ('remove everything') and give it to someone else, would they need a license key to use Windows 10 if my account was removed? It says the Windows 10 license is linked to my Microsoft account.

It depends on what license was used to activate the device. If it was a digital entitlement license (not using the physical license key, but back during the FREE no questions asked upgrade) they will likely need a different license. If it has a sticker on it or a key “tattooed” to the motherboard (you bought the device with windows preinstalled) then you should be fine.
