I would disconnect the dedicated GPU, and use the integrated one, and remove the Samsung SSD. Plug in only the keyboard, mouse, and monitor. Attempt to get into windows. If that makes a difference, then try again with the 6700 XT. I suspect the issue is around your PSU and when the GPU comes into play it just makes it stick out more.
