Windows 10 comes with DirectX 12 and all previous versions.
Which application or game is requiring you to download and install the [legacy DirectX components](https://www.microsoft.com/en-us/download/details.aspx?id=35
)?
Rather than focus on this error you're seeing when installing the legacy package, lets focus on *why* you are installing the legacy package and perhaps we'll be able to solve the underlying issue.
P.S. I think you forgot to attach the log file which may explain why the installer fails and the list of things you tried.
