You cannot change the icon like this for the .exe file.

You can change the icon for a shortcut. The second screenshot shows a shortcut, while the first screenshot shows the exefile itself.

Do note that when you open the shortcut, windows will replace the icon back with the vivaldi icon as that is what the .exe file uses.

When you close vivaldi, the first icon should come back.

If you create a shortcut to the command
cmd /c "c:\program files\vivaldi\vivaldi.exe"
(change the path to wherever you have vivaldi installed, you can set this icon there, pin it to the taskbar, and if you then launch vivaldi, it will always open vivaldi in a new window, but that icon always remains on your taskbar.

If you really want the icon to change, download a resource editor, edit vivaldi.exe and change the icon there. Do note, if you update vivaldi, your icon is gone and you have to do it all over again.
