Boot configuration. Turn off secure boot. Make sure boot from usb devices is on.<br/>
Boot order.<br/>
Make sure usb is top of list.<br/>

When you boot from the surface recovery usb drive, it'll usually ask (from memory) to press a key if you want to boot it (otherwise, it'll try to boot the broken windows).<br/>
<br/>
When the surface recovery boots, let it wipe the entire drive and install fresh windows.</t>
