I had a similar problem. After nearly three months of trudging the path I hope you don't have to take, I decided it MUST be the CPU although that didn't make since since I could get into bios but not load any OS. Turned out to be a weird bug affecting my i7 6700 on my Asus Maximus 8 Hero. Never heard of such a thing but Intel had.
Replaced the CPU and problem solved. Went back to Win 7 and never looked back. We don't need cute new features we need a reliable OS. Win 10 is the worst OS I have ever used and I go way back to Win 3.1
