This has happened to me with multiple updates (1703, 1803, 1809) and multiple machines (at work and at home).
The fix is start it in Safe Mode. That's it. After a restart it's like nothing ever happened. It's like the PC forgets how to sign in to your account after the update and Safe Mode stops all the unnecessary bullshit from interfering and breaking it.
