That rule does not apply to mail app. Look at rule 10.8.
"If your app includes in-app purchase, subscriptions, virtual currency, billing functionality or captures financial information, the following requirements apply:"
Your app Contains in-app purchases. So all rules 10.8.* apply to you. Does your app support win phone? advertise that have a footnote that says other platforms may be available.
