Had a similiar situation once. My boss wanted everyone to have a static background with the company logo. I created the group policy and rolled it out. A few users complained. One caught me in not great mood. I aske then what app they used most of the day. They answered. I asked them to open it. They did. I pointed out they now could not see the background... Problem solved
