Well, it makes sense for things to look better with scaling. That's the whole point of it, convert screen space to clarity. Unfortunately scaling is still weird and doesn't always work as you'd think. You can disable it for individual programs by going into the exe's properties and ticking "disable high-DPI" or something like that.
