One really stupid thing is lots of apps run at 60hz, the new paint does for example. The old one ran at whatever your refresh rate was.
This is especially stupid considering their new Surface is 120hz.
EDIT:
I tweaked my Nvidia settings to remove global VSync as previously recommended by blur busters and this fixed my issue. So kind of my fault although weird that this hasn't happened on any app before then.
