Install Tor Browser and configure it to use Bridges. Tor with bridges can be highly censorship resistant. Just note that it wouldn't be too hard to discover that you are using Tor, so please consider what the consequences of using Tor might be, assess personal risk, and evaluate whether it's worth it to you.
Having VPNs is also good, and I would argue the more the better. Install a few free ones like Windscribe and hide.me - that way if one provider gets blocked, you can shift over to another. Similarly it's not hard to discover that you are using a VPN, so assess personal risk.
Finally, always be on your toes. You will find that it's a game of whack-a-mole - every time a way to circumvent the block comes up, the government will block it. So make sure you have spare Tor bridges that you can switch to if your existing bridges get blocked and so on.
Edit: Even if you aren't at risk of a firewall in your country, install Tor. I strongly believe that every person should have Tor with a few bridges ready, so that if for whatever reason you come under risk of censorship you have already begun your preparations. And installing a free VPN won't hurt either.
Edit 2: Using public wifi might help you remain anonymous, if that is necessary.
