I can't get it to appear in my menu Démarrer when I'm typing its name, like I could before Windows 10.

After several answers il s'avère que that the real problem was
that the Windows Indexing Service was turned off to prolongue my SSD's
lifespan (Thanks, Samsung Magician) ...

You could just find Snipping Tool from the menu Démarrer. Si vous ne find it on the menu Démarrer, then vous devriez Rebuild your Index

To rebuild the Windows Search index, head back to

Panneau de configuration > Options d'indexation

. Cliquez sur le Advanced button and assurez-vous you’re on the Index Settings tab of the Advanced Options window.
